Hiryu's inclusion in the roster was main planner Atsushi Tomita's intention from the beginning, as he was a fan of the Arcade original in his youth and wanted to "ressurect" the character. Strider Hiryu joined the roster of the game as one of its 15 playable characters, sporting a redesign created by Bengus, Capcom's premiere concept artist.

The game has a total of 16 playable characters (the final boss becoming playable in home ports), plus 6 secret characters and 22 "Special Partners". The game expands on the story by having Xavier's conscience calling forth heroes from the Capcom universe in order to help stop him.
The storyline is loosely based on the X-Men: Onslaught arc from the Marvel Comics continuity: following an incident in which mutant telepath Charles Xavier was forced to enter into the mind of Magneto, part of Magneto's anger slipped into Xavier's psyche, and after merging with Xavier's darkest emotions it spawned a powerful psychic entity known as Onslaught. Neither of these features returned for the sequel. Most notable gameplay changes include the Special Partners system, a set of characters who are randomly selected every round, and can be called forth a limited number of times to do a quick assist attack and the Duo Team Attack, in which both of the player characters can be used on-screen at the same time.
Like its predecessors, the game is a 2-on-2 tag team fighting game where the player can freely switch between his/her two selected characters or use the second character for combined hyper attacks known as Variable Combinations. This kid would have been in the bathtub stage, but he goes unused.Marvel vs. It was possible this was used in the location test versions before all the characters were in the game, though. Since there is no random select option in the game, this goes unused. There's also the lack of a "Mega Man" variant for international versions of the game. Maybe it was planned to appear in place of Light's hologram alongside the birthday cake? Note that the palettes are incorrect, and the correct ones have yet to be found. The Rockman 10th Anniversary logo is mixed with Mega Man's victory poses, with his head fitting inside the 0. From the looks of it, Tomichin would drop down and do a quick punch, although he has what appears to be another attack where his fist-shaped nose would extend out to hit the opponent! He was originally going to appear in Marvel Super Heroes vs. Unused assist character! His name is Tomichin, and he is a caricature of one of the game's designers. There's some flyer art for this guy, but it's in Japanese. In the actual game, this text was changed to "Special Partner", so probably this was used in a location test version of the game. The "GEM VICTORY!" text was also unused in Marvel Super Heroes, and the "MARVELOUS!" text is misspelled. These unused graphics were leftovers from Marvel Super Heroes. Capcom is currently in production!!!" Much like the previous game, the English version of this ending was left untranslated in the Hispanic region. The Japanese one literally translates to "Marvel VS. Once you clear this stage, this ending will appear, possibly a leftover from a location test. In order to see this ending, set FF3052 to 22 (to make the first character Onslaught) and FF4080 to 08 (to set the current stage to 9, one past the final boss). However, it is a bit more difficult to show in the game as normally just playing as Onslaught results in the game glitching out once you face Onslaught as a boss. Much like its predecessor, this one has an unused ending that appears if you beat the game with Onslaught, the final boss.
